Bad out of box no sim card

Att replaced sim and still would not activate said it had been activated 4 mar 18 and bought it on 8 may 18. Total goat rope. I need someone to help me understand this now I need a security code from iTunes

I have have had a problem downloading movies. Half way through download it disconnectd from hotspot and have to start all over.
