How do you not include screws?

Purchased two of these shelves, they arrived in two different boxes and neither came with screws (so screws were not taken out of one box). The product description states comes with hardware but in the image it does not show screws. You must order CASC25 with these shelves if you would like to use them, which is extremely frustrating. Hence the "difficult to use" because you can't use it out of the box.
No, I would not recommend this to a friend.
