Can’t used without a sim card

I bought this Samsung from Best Buy expecting to set it up over Wi-Fi, but when you first try to start the phone up, you can’t use it without a SIM card. Unlike older phones that let you skip this step, this device completely blocks you from accessing the home screen or apps until a card is inserted. If you don't have a SIM ready on day one, you cannot use the phone at all.
No, I would not recommend this to a friend.
