Some not the right size

I ordered 6 of the 21 x 33 x 1 filters and when I got them on one side that is what the sticker said, but when I took them out I noticed that on the other side it said 21 x 24. So I measured all of them and at least 2 were 23 1/2 which probably will be too big to fit. I'm not sure if they cut them to size but if they do they need to do a better job of measuring!
