Great but the wrong size!

It was great, but I bought the wrong size! It was supposed to be 16. 5x23x1. Can I return them?

I bought three different sizes. Two of them were fine. The third doesn't fit quite right, giving a blowing, whistling sound when the furnace runs. This has not happened before in the 28 years we have lived here.
