So ok, these are furnace filters. The price was good, the delivery was quick and they fit easilly into my furnace. They seem to be doing their job of filtering the air through the furnace and in my house. What else can I say?

The actual size is a little bit more than 19-1/2. Still ok with my AC. Good quality. Will try MERV6 next time.

The filters received are of the size and quantity ordered. We have not yet used one so it is a bit early to rate the quality.
