Wrong size

I have been using 20x20 filters since we built this house over 20 years ago and have always had a problem with them falling into the return duct space below the unit. Therefore I tried the 21x21 and not to my surprise, they dont fit. Anyone have suggestions?

Filter size is actually thinner, not 4, so it fits but is not snug allowing air to leak past it.
