Retractable?

I purchased this as a retractable charging cable, and after about 30 minutes of trying to retract the cable, I still have not been able to fully retract it. I'm not sure how can give a higher review for a retractable cable that won't retract.

Don’t have a power source to recharge the unit, don’t have proper instructions how to recharge the unit for usage. It says it charges, but how do you charge it to charge your stuff later there is no instructions and everything is unclear.
