faulty lights

so i’ve had these lights for maybe a month i never set them up they have been lying around i took them out of the box but they were rolled up on the plastic stand.When i go to set them up they are blinking constantly and they are plugged in they won’t go into pairing mode so i can’t use them at all. i can’t send a video but this photo maybe shows they aren’t working properly.( I put 2 photos to show that they are just blinking)
