Not heating very well

I received my new FitRx heating pad today and after having it on for at least 1 hour on the highest level (6), unfortunately it is mildly warm. This is quite odd as I own another FitRx pad that works great. I’m thinking maybe it’s a fluke, hopefully. I’ll try it again over the next few days to see if it works or if I’ll need to replace it.
