Dimensions too large

Dimensions including wheels are about 1 inch too large for most domestic flights (22 x14 x 9). I would rather not take a chance at the airport. Why make them too large?

Each side is depth limited. I cannot fit shoes and anything wider than boots in this. I liked top opening luggage better. My job requires a hard hat or helmet sometimes and that won’t fit. Also the wheels drag on some surfaces making it hard to push or pull without falling over.
