Mailing homeowner association invoices and correspondence. Make them more Post Office survivable. i. e. more rugged

I bought this because I thought it would be a secure envelope but the glue does not hold very well. With a small pull the whole envelope opens up. I have to put tape on each envelope to hold it shut. And I paid a premium price for these.
