AAAGH Sharp Snaggers Under Lid

Why are there these sharp vertical things under the front and back of the rim? Is there a lid that comes with this? Or can be ordered? They SNAG the garbage bag each time. I fold over the top of the 8 gallon bag and inevitably it doesn't come off easily as it snags on these prongs/things. Not much fun.
