With my civic involvement I use folders at the same rate used in business. These will provide easy identification as well as the normal attributes of file folders.

Not strong enough for our office

The folders are just fine if they are not handled too much. Our office keeps files for many years and are handled often. I've found the tabs roll forward so that we cannot read the customers name.
