Locking mechanism is out of alignment with cabinet and won't lock!

I replaced my old 2 drawer file cabinet with this model because it had a lock. However the placement of the lock and the slot in the cabinet is out of alignment so it won't lock! Where is the QC control at Hirsh Industries?! We have tried pliers cutters it is so far out of alignment the lock is useless. Now I am stuck with the same thing I had before - a 2 drawer cabinet that won't lock! The only thing I can say positive is my old cabinet did not have casters this one does.

When opening the top drawer most of the way the drawer starts leaning out of the unit and needs to be physically held so that it does not all out of the unit.

The product I received didn’t look like the one I ordered from the floor. I thought it came assembled but I was wrong. Also there is no bottom and it Is not enclosed. The openness could lead to unwanted insects entering the file cabinet. I would have returned it but I had already thrown away the box and started assembling it.
