There is minimal setup screw on rollers and handles. The cabinet does not come with any hanging file holders.

DOES NOT have ball-bearing drawer guides

I chose to buy this cabinet because the specifications say that it has ball-bearing drawer guides; It doesn't! In addition the overall height is listed as 26.3" but is actually 26.75". This is a small but significant difference as I had to shim the table in my office to fit it below it. The drawers only open about 12" so if filled the back files are difficult to access. If you are looking for an inexpensive file cabinet on wheels this model will do but you can probably get the equivalent for less from a different seller.

Can't reach the items in the back of the drawers

It's a nice compact file cabinet and the wheels make it easy to move it around. However you can't get to the items in the back of the drawers. I assume they designed it that way to prevent the cabinet from tipping forward when the top drawer is fully open. It seems to me that there are other ways to deal with that issue.
