Package instructions are woefully lacking

Thank goodness I found these reviews. The language on the outermost end of this Double Sided Removable Tape is unclear and misleading at best. Nowhere on this package does it say to discard this Protective Wrap. Just a few more words would have saved all of us a whole bunch of frustration. Hope I like this product.
Add me to the legion of customers who have wasted so much time trying to figure out how this tape works! If I had not read the reviews of other frustrated customers, I was prepared to mail the two sided tape back to 3M. You tell us how to refill the dispenser but not how to get it started. You can do better 3M!
No, I would not recommend this to a friend.

I have read so many reviews on the same complaint I have but I do not see any solutions from 3M. This tape is next to impossible to use since the back of the tape will not peel off. I have used other similar product and had no problem peeling the back off to make it double sided. 3M, you should rename this tape double cross and take it off the market.

Thank you for taking the time to leave your review. This tape does not have a removable liner but instead a protective non-sticky side for the first few rotations of the roll. Once you pull that out and cut it the tape comes off the roll double-side with nothing to remove. Hope that helps and sorry for the frustration.
Tape purchased 12/1/15 is unacceptable for the following reasons: 1. the frame of the dispenser is flexible and bends when tarring the tape and the teeth of the cutter are insufficiently sharp or from a design flaw will not permit the tape.to be cut. 2. The top protective layer cannot be pealed away from the tape once the tape has been put in the place where it is to be used.
This experience reminds me of the problems that are common with inexpensive tapes. This is not my past experience with Scotch Brand products.
