Average paper for the price

We purchased this paper a week ago. It is average in quality and for the price. I have used paper from other stores that was better in quality and for the price. This is something that I would use for scratch paper but not for schooling or for letters. Several of the sheets are stuck together which means I am not getting the full benefit of the sheets that are in the ream which is also a waste. I am not sure if the paper was previously stored with moisture or not and there is no way to check that before purchasing.
