The sides should be completely closed because folders and papers get caught on the bottom strip there. Otherwise functional.

This File Caddy is perfect for holding frequently used files on your desk top. It comes with 5 colored hanging folders and the plastic tabs for file naming. I actually have it on top of my PC tower beside my desk since my desk is small. Love it!
