It’s paper. What more is there to say? It looks like paper feels like paper tastes like paper. I’m convinced it’s paper. My printer treats it like paper. Makes good paper airplanes. Wads up good. The grandkids love it. Makes good insulation in my shirt sleeves on cold winter days. Absorbs bacon grease in the microwave.
