The handles keep falling off and are somewhat difficult to snap back on. I am concerned I will step on one after it falls off and break it. Not a good design.

A good sturdy portable file storage bin. These stack securely. A drawback is that the handles that secure the lid in place dislodge and need to be read affixed. This is not a major problem but rather a slight inconvenience when it occurs.
