This portable file tote does what I need it to do: it holds files and has a place for a thin lock. The top does come off a little easily at the hinges but it works. The handle is sturdy. I would recommend it for light security if you need to travel with a lot of paperwork.

I purchased to keep in my vehicle to transport work materials that I may need out in the field. It would be nice if it were a little sturdier but it function well enough. The only potential issue is the latch feels loose so I would be nervous about carrying it by the handle but mine stays buckled in to the back seat so it's a non-issue for me. Also the compartment in the lid doesn't latch very well at all (all of my pens dumped the first time that I opened it) but that's no biggie for me.
