I dont understand what this is for

The pkg came half opened and the item itself was not what i wanted There were rubber bands in the pkg that were too small for my needs I usually like all the product from staples but this was an exception I am not complaining but just for advice this is what I suggest

I needed rubber bands of various sizes but most of these were small. I do have a use for the small ones but I had to go out and buy the larger ones to complete my project.
