These are normal hanging file folders. They come in non-retail packaging (they're kind of crammed into a brown cardboard box so you'll need to flatten them out a bit).

They work much better than the file folders which do not hang from the sides. That's because they stay up high in a filing cabinet drawer where it is easier to see them. I just had a slight problem with them in that I had a little trouble inserting the plastic tabs which you put the file name in into the slots for them at the top of the file folders.
