Recline?

I’ve only had the chair for 1 day so far it’s comfortable but I can’t get it to recline. I turn the knob at the bottom of the chair all the way in both directions and nothing happens. Is this a reclining chair??

The instructions are fine to put the chair together but the actual assembly is difficult. The bolts are put in with an allen wrench but it is hard to get the holes lined up and tightened properly.
