Just not cutting it

No matter what I do I can't get the seat to not tilt forward even if ever so slightly. The second adjustment handle on the side of the chair is what controls the chair tilt but if I lift that the chair tilts so far forward that it's almost like being flung out of an ejection seat. I have to use all the strength in my legs to get the seat of the chair to be mostly level but it is still uncomfortable and I feel as though I'm going to slide off.
