Paper looks like it has oil stains all over it

I usually buy this paper because it is lower cost but the last batch we got has little spots all over it that look like oil stains. Very poor quality has frustrated everyone in our office with how it looks. Will have to go with another brand of paper from now on! As you can see in the picture there's little spots of lighter areas all over the paper.
