It is paper. Because it did not become a pair of scissors and start to cut my hair it is a very successful product.

We do a lot of copying and printing at home. My husband has a business our sons have book reports to print and papers to copy and I have letters to print and a lot of copying to do. This paper is great and it withstands all we do.
