This will not charge my PD capable laptop. It wasn't compatible with one of my two LG Gram laptops. It charges one just fine but the other, just reads as 5v. No idea why it's not compatible. Your money is better spent elsewhere. The incompatible laptop doesn't have any issues with other PD chargers I've thrown at it. Lenovo's Nano charger coming in at twice the price is just disappointing.
No, I would not recommend this to a friend.

Works great so far, gets a little warm but it's nice and compact for travel.
