What goes up - Doesn't come down

We like the looks, color, size and tilt of the umbrella; however, while it smoothly goes up, it cranks only part way down. So far, the weather has been sunny and calm, but we live less than a mile from the Pacific, and gusty is a way of life. The price was very reasonable, but an umbrella that only retracts a bit, really isn't an umbrella, is it?
