Very disappointed

I've owned my previous FHI for over TEN years but it's starting to not heat up as well so I ordered a new one but it barely heats up even when I set it to 400°! I can touch it and its not even warm! Im trying to decide if I should have it replaced or just get my refund. Very disappointing. . .
